65 pages, 26 charts, 21 tables, 53 references. The main purpose of this master thesis is to analyse the structure of Lithuanian government expenditure in the context of Baltic countries. Tasks: 1) to reveal the concept, types and factors of government expenditure; 2) to analyse ways and measures for the evaluation of government expenditure; 3) to carry out the research of dynamics and structure of government expenditure in Baltic countries; 4) to evaluate government expenditure in Baltic states by the application of indexes and ratios; 5) to prepare forecasts of government expenditure in Baltic states. The following methods were employed: scientific literature analysis, comparative analysis, logical analysis, statistical analysis, statistical forecasting. Author of the master thesis has prepared methodology for the research of Lithuanian government expenditure in the context of Baltic countries. A research of government expenditure in Baltic States was carried out. Results of this research have shown the main trends of government expenditure in Baltic States. Results of the research of government expenditure in Baltic countries during 2009-2018 has shown that all the states have a common trend: government expenditure increases. Lithuania had the highest expenditure during the period that was chosen for analysis. Changes in government expenditure in all Baltic countries during the last decade were noticed not only in amount, but in the structure as well. The decrease of particular expenditure resulted in increase of others. These changes were determined by economic, social environment, objectives, external impacts. Expenditure of central government were dominant during the last decade in every Baltic country. Expenditure for social security hold the largest share if compared to expenditure for other functions. It was found out that productive and unproductive government expediture gave different trends of fluctuation, however productive expenditure was dominant. Suggestions: 1) for all Baltic countries it is recommended to increase the share of productive expenditure; 2) for all Baltic countries it is recommended to search for tools and paths in order to develop the collection of government income. |
