Abstract [eng] With the rise of information and communication technologies e-government facilitates quality, cost and time efficiency of public sector services. Thus, for the country to be competitive and attract new investments, it is important to have high quality e-government systems. European Commission released action plan (2016 - 2020) which should help European countries to improve their e-governments. As the period to complete action’s required is finishing, it is important to have more studies to evaluate European countries e-governments. Most popular e-government evaluation methods: European Union’s DESI index, European Union’s e-government benchmark analysis and United Nation’s EGDI index, have different methodologies, results disagree, and they are criticized in the literature. Thus, it is important to analyze literature, prepare requirements for the new method to support EU e-government action plan goals and evaluate European countries e-governments. Therefore, the aim of the thesis is to evaluate European countries e-governments with multidimensional model proposed by the author. In order to fulfill this aim following objectives are raised: 1. define main principles and feature of e-government in European countries, 2. overview and compare literature evaluating different countries’ e-governments, 3. conduct new model to evaluate European countries’ e-governments, 4. evaluate European countries e-governments with multidimensional model proposed by the author, 5. compose results and model implementation recommendations New method to evaluate e-governments in different European countries was proposed to support requirements prepared after analyzing relevant literature. Evaluation index contains three dimensions, seven indicators and 27 sub-indicators, based on EU e-government action plan goals: access and services, mobility and usage. Data for 31 European country was collected, systemize and e-government evaluation index was calculated, also statistical multivariate data analysis – cluster analysis with Ward’s method was employed. Results of the research revealed that in 2018 most excellent e-governments had Malta, Norway, Estonia and Netherlands and their examples exposed that in order to have successful e-government, it is essential to allocate enough budgetary, to manage e-government projects centralized, to take risks, etc.
