Abstract [eng] European Public Prosecutor Establishment Perspectives This master's thesis analyses the perspectives, regulations and peculiarities of the establishment of the European Public Prosecutors Office (EPPO). An analysis of the Council Regulation, legislation and foreign sources was carried out, discussing the preconditions, structure and basic principles of the establishment of the EPPO. The work also analyses criminal offences affecting the Financial Interests of the European Union and discusses the possibility of future development of criminal offences. It is concluded that, in order to be concerned about enlargement, the EPPO must first deal with its current functions. The master’s thesis aims to deprie the boundaries of national law and supranational law, to discuss the relationship between the national public prosecutor's office and the EPPO, when the latter is to be operational. It is argued that all necessary legislative changes are not being made which would allow the Proper Functioning of the EPPO, and if such amendments have been made, they have been made very late and it is doubtful whether to be fully operational. Among other things, the issue of constitutionality in the Republic of Lithuania – the influence of the EPPO on the Constitution of the Republic of Lithuania is also touched. It is reasonably considered that some of the functions of the EPPO provided for in the Council Regulation are not compatible either with the Constitution of the Republic of Lithuania or fall within the exclusive competence of national prosecutors or courts. The EPPO is also compared with other existing European Union prosecuting authorities such as EUROJUST, OLAF and EUROPOL. Cooperation between these institutions and the division of competences in the future are discussed. Detailed conclusions have been drawn up at the end of the master’s thesis containing relevant observations. The conclusions are accompanied by proposals for amendments to the Law on the Prosecutor's Office.
