The public administration is a type of social management, which is very important in organizing the management of modern society and implementing the will of the state. The public administration is related to the governance of the state and to the activities performed by the state, therefore it is closely related to the public law. This study describes the concept of the common public administration, its relation to the executive power, public policy, also the main models of the public administration and their advantages and disadvantages are discussed in the study. In March 11, 1990 after the restoration of its independence, Lithuania inherited the state management body from the Soviet Union. The soviet state management body was inefficient, inflexible, and not suitable for new reality; therefore it ought to have been adapted to the new circumstances. Thus, from the restoration of its independence, the reform of public administration took place in Lithuania and the main features of the public administration model were developed. The most intensive stage of the reform of the regulatory framework in the public administration started in 1999, when the main laws on the public administration were enacted. The regulatory framework of public administration is under constant improvement. This study reveals the background and the trends of the evolution of the regulatory framework in the public administration. The problems of defining the public administration in the Lithuanian law are discussed in the study. The study also presents the system of the principles of the public administration and their change, the system of the subjects of the public administration, the areas of the public administration, and the analysis of the administrative procedure. |
