Master's thesis analyzed the public administration development strategy, with attention to the following areas: better regulation, human resource management, innovative public services, e-government. It was found that the strategy has helped to modernize and rationalize the state and local government institute and institutional structure, planning, organization and coordination of communications, to establish a reliable control of the system, ensuring optimum power allocation. Improved public administration decisions on individuals who apply to state and local government institute and institutional, admission procedures. The rapid development of information society has provided opportunities for the modernization of state and local authorities, public administration, in order to act effectively. Analyzed public sector internal and external environments the state, the public sector strengths, weaknesses, opportunities and threats.
