Abstract [eng] The Master thesis examines the governance of social services delivery in Lithuania for persons addicted to use of psychoactive substances, in the aspect of the integration opportunities of non governmental organizations. Theoretical analysis shows that role of NGOs is growing and having even wider opportunities in social service delivery and governance because of the paucity of the state guarantee and the market of social services. Document analysis of the projects, programs of the EU and normative legal acts the State of Lithuania, showed that the NGO legal framework is actively developed. This creates conducive legal environment for NGOs in Lithuania to implement social services. The system of social service delivery for persons addicted to use of psychoactive substances based on internal factors of legal framework, organizational structure, financial resources, as well as a SWOT analysis (classic Content analysis) formulated the theoretical and practical aspects of the governance of social services delivery and NGOs integration opportunities. The case studies of Norway and Finland ascertained the importance of the inter-institutional cooperation and partnership between government agencies and NGOs, in the process of social policy-making and implementation. Based on the earlier findings and individual in-depth interview (qualitative content analysis), allowed to explore the main reasons of sluggish integration of NGOs in social service delivery in Lithuania, to establish facts of the forms of the cooperation of NGOs and VO. The integration opportunities of NGOs have been researched and have been formulated the model of integration in implementation of Lithuanian social policy.
