Abstract [eng] The aim of the Master's work is to investigate the procedures and methodology of training the teaching staff. The conceptual part of the work analyses and systematises the Lithuanian and foreign authors’ theories about training the staff and about the development of strategy, discusses the system of teacher training and the procedures in general education schools; besides, it includes the analysis of the reasons for teachers' learning. Teacher training is analysed on the basis of the concepts of a learning organization and lifelong learning. The significance of permanent learning for teachers and its impact on the quality of their work is revealed. Emphasis is laid on the main problems that hinder the smooth process of the improvement of educational qualification at school. Recommendations on the development of the strategy for teacher training are proposed. The empirical part of the work introduces the results of the survey carried out among the headmasters and teachers of Ukmerge general education schools. 206 teachers and 7 headmasters have been surveyed. The investigation revealed the approach of the educational staff to the improvement of qualifications, teaching procedures, system and methodology. A hypothesis has been confirmed, that after establishing the policy and strategy of the qualifying training of school teachers, the improvement of teachers’ competencies would be more effective, more systematic, continuous and would accord with the long-term strategy of the school.
