Master’s final paper reveals the place of ethics in new public management, international ethics’ dimension is characterized, ethics infrastructure of public management institutions, the concept of ethics committee, it’s objectives and spheres of activity are analyzed; ethics committees proceeding in Lithuania are reviewed; the significance of ethics committees of municipalities councils’ is evaluated; also, the analysis of ethics commissions experience in foreign countries is accomplished. After the methodology of survey is prepared, the survey of working regulations of ethics commissions of Šiauliai region municipalities’ councils is prepared, also members’ point of view is evaluated. In order to eliminate the identified problems recommendations were formed. |
