The purpose of the thesis is to implement the environmental research of small and medium enterprises (SME) for Ukmergė and Kupiškis areas, identifying the problems and prospects for the future. The paper examines theoretical aspects of SMEs, focusing on the business concept in the scientific literature, the meaning of SME subjects, the advantages and disadvantages of SMEs, business environment and SME development issues in Lithuania. Also, it reviews the current situation and executes the research of business environment in Ukmergė and Kupiškis districts. The study used a number of methods: questionnaire survey, interviews, statistical and comparative analysis. Certain conclusions and recommendations are provided at the end as the result of the theoretical and practical research.
