The Final work provides the comprehensive analysis of the Strategic planning sources, the theoretical and practical aspects of the Regional policy. The investigation has demonstrated the fact the Taurage Regional development plan and Strategic development plans of county municipalities are designed and targeted at the different periods. Such trend in development of the Strategic plans predetermines the different identification and presentation of the priorities since they are targeted to the different implementation periods. The working groups of different capacities have been engaged upon the development of the plans, consequently the situation analysis and methods applied are dependent on their abilities, and mostly based on SWOT analysis. The SWOT analysis of 4 Strategic development plans has been accomplished. The analysed Regional development and municipal Strategic development plans are structured by 1 to 5 priorities indicating the key development trends.The Lithuanian Regional development evolution and its regulatory legislation were analysed in the Final work, and the expert appraisal of Regional development and municipal Strategic development plans discovered the deficiency of the efficient attitude towards the changing demands of the Regional development at the elaboration phase. The Taurage Regional development plan and Strategic development plans of county municipalities are based upon the sustainable development principle, with the provision of: harmonious sustenance of human resources, economical and environmental priorities. Given to that, the following analogous key priorities are prevailing in the Strategic plans, viz. human resources, business, industry, agricultural restructing (adherent for all municipalities), amalgamation and enlargement of farms and unemployed agricultural stakeholders aimed at diversification of their activities, intensification of industry and entrepreneurship development, attraction of foreign direct investments and investment in tangible fixed assets. |
