Abstract [eng] This master’s thesis deals with problems of public administration human resources selection and management. It analyses and systemizes theoretical and practical research into public administration human resources management and public servants selection conducted by various Lithuanian and foreign authors. The paper presents a detailed analysis of Lithuanian and seven other countries public servants selection systems, reveals specific aspects, advantages and disadvantages. It presents a new model for the development of Lithuanian public servants selection system, based on the code system and the new procedures’ analysis. The paper presents an analysis of legal acts of the Republic of Lithuania that directly influence public service and public servants selection; it gives corrections for the legal base, according to implementing of the new selection model. The scientific hypothesis was proved: it is necessary to increase the transparency of public servants selection’s procedures, and it is purposeful to use the experience of advanced foreign countries for developing the selection system.
