The official language is mostly analyzed by scientists’ in linguistic context, however, the language, as one of the public social life objects, also are one of public policy problem element. An analysis of scientific literature has shown that the implementation of state language policy at the municipal level are studied a little, so it reveals the need for analysis. Master's work aims to study situation of the implementation of state language policy in Siauliai district municipalities’, also form and justify this policy implementing opportunities for improvement. The implementation of state language policy in municipalities’ analysis studied in complex ways and various aspects, so because of analysis of scientific literature, master’s work present a hypothetical model. Decentralization process is one of the most important factors of the language policy implementation in municipalities, which leads the strengthening of the powers of self-government and ensure the linguistic needs of public. Based on principles like participation, accountability and effectiveness, hypothetical model has interfaces between the language policy subjects with both verticality and horizontality signs. The model combines strategic thinking attribute – the vision of state language policy, which link entities to work together for a common goal to promote their full commitment and participation in purposeful activity. The thesis used a methodology of qualitative research for a comprehensive understanding of the implementation of state language policy in municipality level. Documents analysis showed legal and political basis of the implementation of state language policy. Semi-structured interviews with language managers from Siauliai district municipalities and experts enabled to specify, verify and clarify the hypothetical model structure and interface elements specifics. The study showed that Lithuanian politics need changes in this public policy area. The first step is legal regulation of filling the gaps of the relationship between the subjects of state language policy. The work consists of summary, content, introduction, theoretical part, methodological and exploratory parts, conclusions, recommendations, the list of literature and accessories. |
