Abstract [eng] The activities of Lithuania rural wards‘ do not always match the needs and interests of its residents; the execution of local self-governance in the context of wards‘ management is being actively debated in public environment. It is recognized that local self-government has a lot of advantages in the organization and execution of performance, but as the time goes by a question of whether rural wards‘administrative activities are carried out effectively is raised more and more often. The main research problem in this work is described by these questions: how is ward‘s performance effectiveness defined in science and what factors determine it?; how local self-government and the transmission of its principles to wards may affect the effectiveness of rural wards‘ performance and its improvement?; what opportunities the wards of Mazeikiai district have to improve the performance of municipalities? The object of this research: effectiveness of rural ward‘s performance. The aim: to provide insights on how to improve the operational effectiveness of Mazeikiai district rural wards performance after analysing scientific articles and an integrated survey results. This thesis covers the analysis of theoretical peculiarities of local self-governance opportunities‘ perception development based on the insights of scientific authors. The basic and special self-governing principles and provisions are discerned. The objectives, tasks and the implementation of functions of local government are discussed. In order to know what functions wards hold, the functions of wardens‘ are grouped, according to several revisions and changes of the law of Local Self-Government. The areas and scopes of rural wards‘ activities used to determine the effectiveness of performance are dinstinguished as well. Master's thesis provides a structured analysis of interview answers in order to investigate the context of Mazeikiai district rural wards‘operational effictiveness‘ development. The analysis of informants‘ opinions helped to identify the application of main self-government principles as well as attribution of functions to rural wards. The propositions stated by informants helped to determine the Mazeikiai rural wards‘ areas of performance and tendencies of the system that could be improved in the context of wards‘ performance effectiveness. After analysing scientific papers and practical research results, it is possible to make a conclusion that the most important factors for wards‘ effectiveness are as follows: strategic management, independence, active and competent employees and interinstitutional communication.
