Abstract [eng] The Master's thesis analyses the European Union’s in 2007-2013 funded investment projects strategic management. The goal is to define the assessment procedures and to evaluate the Šiauliai City Municipality implemented investment projects in the year 2007-2013. In order to achieve the goal there were conducted two stages of the empirical research: the first phase analysed the projects funded by the Šiauliai City Municipality and co-financed by the EU funds in the period 2007-2013. Moreover, 51 project implemented in the above-mentioned period, were analyzed by the following criteria: project means, project budgeting, funding intensity, administering and implementing institutions, monitoring of implemented projects. The second phase evaluated the projects funded by the Šiauliai City Municipality and co-financed by the EU funds in the period 2007-2013 assessing three means for 10 projects strategic management by the following criteria: the overall project information evaluation, human resource management assessment, performance management assessment, public procurement procedures, cooperation evaluation, projects correspondence with strategic documents assessment, achieved results assessment and enforcement assessment. Šiauliai City Municipality implementing the investment projects in 2007-2013 allocated from the city budget less than 4 percent of the total project amount. About 90 percent of the funds amounted from the EU Structural Funds, about 6 percent - the state budget and about 1 percent - private funds. Most of the problems implementing the investment projects arose in the context of public procurement. The public procurement procedures depending on the method of purchase were attended from 1 to 7 participants. 1 participant - undisclosed negotiations by buying works from the same contractor who performs the basic works. The prices tendered by the players vary from 0.1 to 69 percent. The proposed price difference is the highest in buying services, where the difference between the first and the third place winners amounts even 69 percent. The smallest difference is in the purchase of goods, where the proposed price difference is just a few hundred euros.
