Abstract [eng] Master thesis analyses the collaboration between rural communities and municipality. In order to reveal the presumptions of collaboration between rural communities and municipalities, as well as to identify the possibilities for collaboration development in Mažeikiai region, the analysis of Lithuanian and foreign scientific publications, results of the researches, juridical documents, reports, internet sites was performed. Apart from this, the paper presents the results of a qualitative research which let to evaluate the collaboration from the viewpoint of chairmen of rural communities, coalition of communities, local activity group and representatives of Mažeikiai region municipality. Results of the interview have shown that positive aspect of collaboration between rural communities and Mažeikiai region municipality is the sufficient confidence level between the parties that take part in the collaboration. Competence is sufficient as well. Even if in most cases the objectives of collaboration between rural communities and Mažeikiai region municipality are achieved, there exists a potential to do it in a more efficient manner. The problems of communication, human resources, financial resources, timing, reluctance, hesitation, weak involvement of members of rural communities, negative viewpoint of municipality’s employees, lack of initiatives and lack of public spirit. It means that the defensive proposition is confirmed. The motivation of moth partners in collaboration should be strengthened in order to reduce the interference of collaboration between rural communities and municipality. However, the demand to reduce the gap between the needs of active rural communities and local government was not identified.
