Abstract [eng] In 2007 Lithuanian Ministry of Education and Science had a potential to use the financing of EU structural funds and initiated the establishment of universal multi-purpose centres in various regions of Lithuania. These centres have a purpose to ensure the quality of education services, to create flexible and open education system, to capacitate life-long learning. In the beginning of EU financing period of 2014–2020 there exists a possibility to analyse the impact of absorption of finances and results, to identify development trends for the next financing period. The main goal of this master thesis was to reveal the mechanisms of EU structural funds funds’ absorption in the context of the development of universal multi-purpose centres in Mažeikiai region. The absorption of EU structural funds for the development of universal multi-purpose centres is a fairly new aspect of theoretical and practical researches. So this survey analyses the objectives and principles of EU policy, describes the concept and role of EU structural funds, presents the definition of efficient absorption of EU funds, analyses absorption of EU funds for the activity of universal multi-purpose centres. Master thesis presents the methodology of the research of absorption of EU structural funds for the development of universal multi-purpose centres. The author of this paper has analysed the situation of absorption of EU structural funds for the development of universal multi-purpose centres. It was estimated that funds were absorbed efficiently, because residents were provided with an opportunity to satisfy social and educational needs. The paper presents the results of the research of the community members’ and government’s representatives attitudes towards the development of multi-purpose centres, the process of funds’ absorption and challenges. The research showed that customers of centres have a positive attitude towards the efficiency of absorption of EU funds for the development of universal multi-purpose centres. Interview with representatives of local government lets to make a conclusion that these centres are efficient in increasing the quality of life. The results of the research reveal the problems of development of multi-purpose centres and to formulate directions for their elimination.
