Master thesis analyses strategic management of social support and its development trends in Mažeikiai region. Government’s priority in social policy makes stimulation for the Social department of Mažeikiai region municipality to search for new and effective measures of the equitable social policy. The first part of the master thesis reviews the definitions of strategic management and differences between private and public sectors. This part also researches the concept of social protection in welfare state, describes the system of social protection in Lithuania. In addition, main changes of financing of social support and social services are reviewed. The second part substantiates the methodology of the research of social support management in Mažeikiai region: survey technique, instrument of the research, description of survey sample. The third part analyses Lithuanian and European laws that regulate social protection system, reports of national audit, social reports of Lithuanian ministry of Social protection and labour, long term (2014–2020) strategic plan of Mažeikiai region municipality, laws and documents that regulate the management of social support in Mažeikiai region municipality. In order to identify and evaluate the trends for the development of social support in Mažeikiai region, the analysis of external factors, laws that regulate management of social support in Mažeikiai region and SWOT analysis were accomplished. The paper presents main directions for the development of social support, provides conclusions and recommendations that stimulate the collaboration between institutions. This collaboration is expected to solve social problems and stimulate the rise of new service forms. |
