Abstract [eng] In this thesis, I will analyze the development of e-government in the public sector in Lithuania and will assess its legal and social readiness for the implementation of e-government. In order to assess its legal readiness, I will review and analyze legal documents, which regulate e-government in Lithuania, and in order to assess the preparation of Lithuanian society for e-government, I will analyze recent statistical data about the number of internet users, e-skills of Lithuanian people and employees in the government institutions, available training opportunities and development of information society in Lithuania. In the comparative statistical research, I will estimate and compare the development of e- services and infrastructure in Lithuania (e-services for citizens, e-services for business and development of e-government infrastructure) against other EU countries and the indicators for the EU25. At the end of the thesis, the conclusions and recommendations for better implementation of e-government in Lithuania will be provided. The main objectives of the thesis are to review the legal basis for implementation of e-government, analyze the readiness of the Lithuanian society for e-government, to research the official statistical data on e-services in Lithuania and the EU and compare the development of e-government in Lithuania against the indicators of the EU, touch upon the issue of electronic exclusion and the importance of e-government to the modern society. The research of the thesis shows, that Lithuanian e-government is not so much underdeveloped in comparison with indicators of EU25, but there is a significant lag between Lithuania and the leading EU countries such as Sweden, Finland, Ireland and Austria. I provided a list of e-services that are significantly underdeveloped in the context of the EU and urge for immediate improvement.
