Abstract [eng] Early withdrawal from school is a difficult transition from the system of education to the labour market and high unemployment indicators make the youth one of the most vulnerable social groups. It is noted that a phenomenon is forming whereby the youth do not work, do not study, and do not undergo training. Experts are looking for measures that would help the youth get integrated into the labour force or the system of education so as to increase youth employment. The European Union (EU) took initiative and prepared as well as implemented two project programmes – „Pasitikėk savimi” and „Atrask save” – which aim to reduce the number of young people who are not working, studying or undergoing training. The aim of this thesis is to carry out an interview with the coordinators and members of the project with the objective of identifying their position towards project activities as a means of increasing youth employment. The performance, results, and aspects of assessment are relevant to project activities. The first part of the thesis discusses the attributes of the youth as an exclusive social group. It also analyses the reasons for early withdrawal from the education system, discusses the problems of transitioning from the system of education into the labour market, details the causes and implications of youth unemployment, and presents the characteristics of youth that does not work, does not study and does not undergo training. Since the youth employment policy in the EU member states is being developed based on the EU’s provided guidelines, the second part of the thesis presents EU documents and initiatives regulating the formation of the youth employment policy. Moreover, it presents Lithuania’s legal acts and programmes that aim to increase youth employment. The third part of the thesis analyses the project programmes „Pasitikėk savimi” and „Atrask save”. The fourth part of the thesis presents the research methods and qualitative research results, which reflect the positions of the respondents regarding the performance, results, and assessment of project activities. The results acquired during the study have revealed that the project activities have a significant impact on the increment of youth employment.
