Lithuanian education system is continuously followed by juridical, economical and political changes which are the base of Lithuania education reform. While analyzing scientific literature sources in the context of reformed school changes, some reform particularities were noticed. One of the essential disadvantages of education system reform, from very its beginning, is lack of appropriate sponsorship: assets committed by state and municipality satisfy only system maintenance requirements, but there is lack of it for cardinal renewal. Considering that fact, changes in education sponsorship system which was proceeding accordingly to „money lead pupil“ principle, were initiated, and from school year 2002, while distributing assets of general education for secondary schools, method of „pupil bag“ was started apply, which behavior had to ensure clear sponsorship process of education institutions. Besides, education services should become significantly of high quality, optimal net of different education institutions would be formed, studying people would receive opportunity freely move from one education institution to another. So, fund of “pupil bag” is used while performing requirements of education plan, by raising qualification of teachers, by obtaining education material, by administration of school and by maintenance and renewal of school libraries and etc. Current state of education system shows that required result is not reached yet, and modern schools of general education often faces new problems: „pupil bag“ is too small, too few assets are committed for management, pedagogical, psychological and other support, there is lack of money or it is unsuitably distributed for purchasing of textbooks and other education means, assets committed for schools are unclearly redistributed at municipalities, reform does not include all interested parties – teachers, parents and pupils. Object of the work – influence of “pupil bag” to textbooks purchasing and publishing. Purpose of the work – analyze and evaluate influence of “pupil bag” to textbooks purchasing and publishing in Lithuania. Tasks: 1. Theoretically motivate influence of “pupil bag” to textbooks purchasing and publishing in Lithuania. 2. Empirically study and evaluate influence of “pupil bag” to textbooks purchasing and publishing in modern general education school. Research method: analysis of scientific literature, anonymous interviewing in writing and interview. Received results: Results of executed research had confirmed trends emphasized in theoretical part of the work, i.e. that new education sponsorship system improved quality of education, rationalized sponsorship system for schools, although introduced principle of „money lead pupil“ currently is proceeding only partly. Results of research also have revealed altitudes of publishing houses representatives considering influence of “pupil bag” to textbooks purchasing and publishing in Lithuania. While publishers evaluate problem of lack of assets for purchasing textbooks and education means, firstly regards demands and interests of publishing house, which in that situation are not satisfied. As have shown results of the research, in the process of textbooks purchasing and publishing, all interested parties must participate – teachers, pupils, parents, representatives of ministry and publishers – because by executing this process all interests, needs and attitudes of all participating parties must be considered. |
