Research methods: Analysis of scientific literature has been made in order to define the concept of informal adult education, cover peculiarities of the individual and the institution which is educated and substantiate tendencies in adult education development. With the help of questionnaire and unstructured interview I tried to find out the attitude of employees and the managers towards a current informal education situation at Kelmė district municipality administration and its possible development tendencies. During analysis of the derived data the documents regulating informal adult education in Lithuania have been analyzed. The research involved 34 managing employees in Kelmė district municipality administration and 68 professionals (career employees and professionals employed under employment contracts). Education needs of the employees at Kelmė district municipality administration, as an institution which is educated, are satisfied only partly. Not all managing employees encourage employees to continuous education. In order to improve development of informal education of Kelmė district municipality administration employees, it has been suggested to develop an efficient system for developing employees’ qualification and improvement of qualification, to allow any Kelmė district municipality administration employee having access to continuous education.
