Abstract [eng] The management of social services is discussed theoretically in master thesis, using the theory to conduct the research of comparative analysis. The concerned issues are revealed using the analysis, systematization and comparison of scientific publications of foreign and Lithuanian authors, legislation of the Republic of Lithuania, strategic plans and internet sources. For the practical examination and evaluation of management of social services, empirical social sciences research methods are used, i.e. the data of experts that works in Siauliai district municipality and Siauliai city municipality in social services administration field, interview has been used. The research helped to reveal that in both municipalities not only the limited financial opportunities, but also human resources issues are the main obstacles of effective social services organizers’ work. The comparison of the two municipalities has ascertained that the same social problems emerge, however the package of social services used to solve these issues are considerably better in the city than in the district; also, the package of social services in the city includes various consumers groups. Meanwhile, in Siauliai district only general social services are fully available; therefore, special services is purchased from the other municipalities. The thesis statement (hypothesis), formulated at the beginning of the research that Siauliai district municipality, in opposition to Siauliai city municipality, in the absence of special social services institutions is not able to fulfill the need of special social services, has been proved partly.
