Master‘s aim – to analyze the Tauragės District authorities in the decision – making process and suggest ways to improve the process. Master‘s thesis – the municipal authorities in the decision – making process. Achieve the goal was to move the following tasks: analysis of the sources of scientific decision – making issues, decision – making theory to define the concept of representative and executive bodies aspects, through the Ministry and the EU legal framework to clarify decision – making municipal and public – interest ratio, the analysis of Tauragės municipality decision – making process and the weak strengths and potential improvement of the process modeling techniques. Working hypothesis – the decision – making effectiveness depends from the decision-makers of professional competence, from the local community involvement in decision – making process. Master‘s thesis was based on general knowledge of scientific methods: a comparative analysis and synthesis, data analysis, municipal workers and the summary of the assessment interview. The investigation found that both hypotheses were confirmed. Decision-making process depends on the efficiency of decision – makers and the professional competence of local community involvement in decision-making process. Tauragės District decision – making is influenced by many factors – the political and personal interests, competition, desire to please voters and others. In order to improve decinion – making process, decision – making process that takes place faster, more efficient, more involvement of citizens in the decisions to be real, check them out, Tauragės District Municipality to allow the residents to participate indirectly drafting decisions, arrange interviews, gathered us conference of a public petition in question, to support the initiatives of organizations.
