LITHUANIAN STATE INSTITUTIONS WEB SITES AS A TOOL OF ONLINE PUBLIC RELATIONS The object of the Master's Degree Thesis is relations between the State institutions and the society, and the web sites of the State institutions. The objective of the Thesis is to evaluate the web sites of the ministries of the Republic of Lithuania that sufficiently or insufficiently function as a tool of the relation with the society according to the list of criteria made in advance, the main tasks of the Thesis are as following: to discuss the conditions under which the relations between the State institutions and the society are possible in the internet; to justify why the internet is a necessary tool for the modern public relations; to indicate what the State institution challenge while seeking for good Public relations; to define the importance of a web site as an image creating of the State institution tool; to analyze and indicate the criteria sufficient for the web site of the State institution; to evaluate the web sites of the Republic of Lithuania according to these criteria. While writing this thesis it emerged that building the information society is an essential condition to the development of public relations in the internet and the strengthening of such society is a priority of e-government. The internet is a necessary mean for public relation between a modern state institution and a society and this mean gives new possibilities to fulfill communication and information functions, make and maintain a constant and interactive contact with the audience. The questions regarding the information excess, data safety, lack of privacy are of a great importance to the State institutions applying public relations in the internet. A web site as a tool of online public relations, first of all, forms the image. In order this image could be positive; the web sites have to meet some criteria. During the writing this work 50 criteria were selected (general, structural, information, additional and technical). The web sites of the ministries of the Republic of Lithuania were evaluated according to these criteria and it was indicated that the latter have no a unanimous structure therefore the information is difficult to find. Moreover, the interactive means are used insufficiently. |
