Children rights protection department is a part of children right protection system. The performance efficiency of the department influences the quality of the whole children right protection system functionality. Children right protection department follows laws of Lithuanian Republic and United Nations Children right convention in the solutions of all problems associated with children right protection. Therefore speaking about the optimization of children right protection department it is necessary to take in to account the legislation and to understand the potential of the activities of children right protection department in the whole system of the children right protection. In this work the influence of the legislation to the organization of the children right protection department activities and influence of interdepartmental cooperation to the decisions of children right protection department are analyzed. Study relevance. Very actual problem of Lithuanian Republic is the children who lost parental care and the children who are in danger of loosing parental care. In this work large attention is devoted to identify the causes determining the loss of the parental care and review optimization of children without parental care, social care organization potentials in Lithuanian Republic. Study object. Lithuanian Republic law acts, cooperation of children right protection system and children right protection regional department in the field of ensuring children rights and legitimate interests. Study objective. Improvement of children right protection department activities. The first objective of such an improvement is to decrease the number of children without parental care living in the foster institutions by ensuring successful application of means provided in the laws acts and making qualitative decisions in the process of interdepartmental cooperation. In this work hypothesis is proposed that not sufficient attention is devoted to the organization of the children care in the family environment in the law acts of Lithuanian republic and whole activities of children right protection system. Activities of regional children right protection department could improve the situation in the field of social care of children without parental care. Study methodology. In order to confirm the proposed hypothesis, law acts associated with children care organization are analyzed. SWOT activity analysis of Šakiai regional children care department devoting large attention to organization of children care in family environment is performed. Founders of all four (children care) households were interviewed using standard interview methodic. Aim of this study to identify reasons, encouraging foundation of children care households as an alternative to orphanages also to identify problems limiting activities of such households. Large attention is concentrated to the activities of children right protection department, its direct influence to the solution of children who lost parents care situation is monitored. Conclusions and suggestions for optimization of children right protection department activities in the field of children social care are presented. |
