Abstract [eng] Strategic educational documents accent the importance of teachers‟ qualification and the quality of educational services. The aim of this work is preschool and pre-primary education (teaching) school teachers' qualification improvement for the financial management aspects. Effective and meaningful qualification improvement to individuals is important to harmonize the external requirements for financial resources and teachers' own needs. This Master's degree object is theoretical and empirical Siauliai city preschool and pre-primary school teacher's qualification improvement funding and teacher's opinion of the characteristics of qualification improvement issue. The analysis of scientific literature has shown the development of strategic guidance, highlighting the importance of teachers' professional development, a factor that presents the forms and training methods in pre-school education institutions. Also was analyzed the financing system of pre-school institutions and fund for teacher„s training to improve proficiency award. An empirical study was conducted by analysis of Siauliai City Municipality's financial records and interviews with the city of Siauliai pre-school teachers at training institutions. The results showed that pre-school educational institutions funding from the municipal budget is problematic and does not meet the requirements of the teachers' needs. Self-learning and experiential pre-school teachers working in educational institutions, except for isolated cases, is not qualified learning. Teachers are directed only to the formal qualification forms, and even if the lack of resources, take part in courses, seminars, and to pay from personal funds for them. Pre-school education teachers who work do not receive enough information about qualification improvement funding, which indicates that work of these institutions is ineffective; it should be monitored, analyzed and improved.
