The needs of the person is the most realistic criteria in the creation of the system of the human rights. Planning and pursuing the measures of the social security must be taken into consideration of the existing needs of the society. The changes of the social, economic and political life encourage the birth of the new needs and their fluctuation. The legislator must observe those needs in time and commit the social security in the legislation and to estimate the acceptable minimum of the social welfare. If the basic needs are not perceived and realized, the individual and social disintegration begins and the social disjuncture deepens, otherwise, when the relevant needs of the society are not realized, only the interests of the certain social groups, then the significant differentiation begins. The system of the social security of the Republic of Lithuania is committed to reimburse the lost income of the social risk, to provide the necessary means of the subsistence and the services for the persons who are not able to support themselves from their labor and other kind of revenue, because of the reasons established in the law. The evaluation of the legislation of the social security of the Republic of Lithuania affirms, that not always are responded to the new needs and so it is impossible to avoid of the satisfaction of the not-essential and not-objective requirements. |
