Theoretical analysis of social assistance as an assumption of public dependant approach and formation of way of life is presented in the paper. For that matter necessity of provision of social assistance, its priorities and social–legal criteria were analyzed, development of social assistance system and genesis of social–economical effects were revealed, factors of dependants’ mentality of family members receiving social assistance were determined, tendencies of development of social assistance effectiveness were indicated. Hypothesis was raised that it is credible that opportunities of social assistance system meeting demands of social dependant are not realized effectively or even are formatting the status of dependant. The public research on assumptions of dependant approach and formatting way of life was performed by the way of inquiry and interview. 113 potential and present social assistance receivers and 18 social workers participated in the research. In the empirical part opinion of families raising children and social workers on social assistance provided by Government was analyzed. |
