The goal of master study is to examine the demand of public administration specialists in the state management and administration institutions of Siauliai. The following research methods have been applied: analysis of legal documents regulating public administration as well as analysis of relevant studies; questionnaires. The subject is a point at issue by several aspects. This is the demand of society (interested in the work of high quality of public administration institutions), practical (constant changes in all spheres of life encourage turnover of employees, institutions are interested in the results of high quality work, in implementation of effective objectives), poor investigation of public administration problems. In theoretical part of the study the place of public administration specialist under modern market conditions is being analyzed, up-to-date standpoints concerning theory and practice relation in public administration are presented. Also professional competence spheres of public administration specialists are being surveyed as well as the system of specialist training and qualification refinement. Situation and problems arising when training specialists in some foreign countries are being analyzed as well as public administration specialist training situation in the universities of Lithuania. Problematic aspects of public administration specialist training and qualification refinement are being considered too. In practical part the research methodology, questionnaire characteristics, instrumentarium are being presented. Here are being analyzed research results of public administration specialist distribution in public management and administration institutions of Siauliai. Knowledge, abilities and competences of respondents are being identified, analysis of specialist qualification interest is introduced. Requirements for public administration specialists are also being studied. Demand of public administration specialists in public management and administration institutions of Siauliai falls under our analysis as well. Data analysis and research results are illustrated by tables and pictures. Research has confirmed hypothesis – demand of public administration specialists with profound professional knowledge and capabilities in public management and administration institutions of Siauliai has been increasing. Recommendations have been submitted to the managers of public administration institutions, employees, authors of the study programs. |
