Master thesis analyzes strategic planning theoretical point of view, emphasizing the specificity of the public sector. According to Lithuanian and foreign researchers, e-society and e-government concepts are analyzed, focusing on e- strategic planning features in self-government. The analysis of the legal framework noted that it does not regulate municipal planning processes. Legislation governs openness of public management processes and public promotion of activation, but the society is only minimally included to strategic planning processes of self-government without a planning principal "bottom-up". Electronic strategic planning puts new requirements for strategic planning document preparation processes, such as planning, implementation and application of the results. The aim is to maximize the strategic planning immediacy, using minimum-time-desired interval and ability to compare the results and be able to effectively self-monitor their use of resources and make decisions to enhance business performance. Hypothetical e-planning model of four parts is based on Kelmė district strategic planning systems analysis, solutions to the problems raised, experts’ set-up and personal work experience and WebSphere Business Modeler modeling tool elements. Literature, analysis of documents and interviews with experts confirmed a protective claim that the e-planning in local government strategic planning promotes efficiency and increases the public's confidence in self-government. |
