Abstract [eng] After restoring Lithuania Independence and orientating towards relevant EU education expansion fields, especially quality of education improvement, one of the substantial aims was to create an effective community development education system that fits the needs. While education system change is ongoing, students’ achievements, school’s capacity and ability to cope with tasks raised by the change become most important. This view on education change is called school improvement. After analysing secondary education school constant improvement theoretical need peculiarities, significance in the context of nowadays community development, school improvement, developing theoretical aspects, education system’s improvement monitoring and evaluation process significance, School improvement programme objectives, fulfilment sequence and result evaluation, using qualitative research methodology and content analysis; it has been decided to analyse School improvement’s separate components and to carry out experimental evaluation, that’s purpose is – to discover schools’ leaders’ views on School improvement programme’s significance to qualitative institution change. 8 secondary school leaders – experts have been researched. The schools have been chosen on a regional basis. Research object – School improvement programme’s fulfilment results and evaluation on their significance. Assignment objective – to base School improvement programme’s fulfilment significance on school qualitative change using theoretical and empirical aspect. After analysing the SIP (School improvement programme) using the content analysis method, it is possible to separate results achieved on a national, local government and school level.
