The significance of anti- corruption system and its elements to a high school are analysed in this thesis theorethically and practically. Public sector organizations performance shows that the usual evaluation under the criteria of good governance, which is apart of democracy, rule of law, accountability and transparency include dimension. In order to implement a good management, an university should pay attention to the most destructive danger- corruption. Anti- corruption policy and its implementation becomes one of the university activities. In order to ensure the quality of studies, efficient use of resources, good core and complementary processes administration, and a high school must orient not only to quality management system implementation or the other management processes, but must keep in mind and implement anti-corruption policies. Underestimating the individual anti-corruption effectiveness thesis argues for the need to have an anti-corruption system of the University. The object of master‘s degree is an anti- corruption system in Siauliai University. This work was to design and to support anti-corruption Siauliai University system in view of its characteristics. With the help of the scientific literature, journalistic and other sources, document content analysis, the anti-corruption system has been studied in theoretical aspect. With the help of a questionnaire survey and expert method, studied the experts and the academic community approach to anti-corruption mechanisms in Siauliai University. Using a questionnaire prepared according to scientific sources and legal acts, respondents and experts had an opportunity to suggest the basic elements of anti- corruption system, specific anti-corruption measures, and to justify their choice. The results of this research were used in the development of anti- corruption system in Siauliai University.
