Abstract [eng] The master's thesis analyzes the problems and development of unemployment social insurance in Lithuania. Firstly, by examining the works of scholars and legal documents, the concept of unemployment as a social risk is elucidated. The Constitution of the Republic of Lithuania guarantees individuals’ entitlement to social assistance and security in case of unemployment. Scrutinizing past legislation unveils significant changes in Lithuania's unemployment social insurance from the restoration of the Republic of Lithuania to the current policies governed by national regulations of an independent state. Furthermore, an examination of pertinent legal acts sheds light on the current policies regarding unemployment social insurance in Lithuania, including the categories of individuals covered, eligibility criteria, benefit amounts, and payment procedures. Judicial precedents were analyzed to highlight pertinent issues, complemented by scholarly insights. Additionally, to gain insight into Lithuania's unemployment social insurance regulation, comparisons were drawn with other European Union countries. The thesis not only addresses the regulatory framework of unemployment social insurance benefits but also evaluates their positive and negative aspects as delineated by researchers. The author's assessment of past and proposed changes to the legislation is provided. Various statistical data are also presented in the thesis to illustrate the multifaceted nature of the discussed issues concerning the threat of unemployment as a social risk.
