Lithuania, like other small states, cannot boast of large resources, so perhaps the only way to stand out in the international arena is to use existing international institutions to shape provisions in foreign policy in order to implement strategic goals. This work aims to find out by what means and how successfully Lithuanian diplomacy succeeds in implementing the tasks of normative foreign policy. In the first part of the work, an analysis of the academic literature was carried out, thanks to which the criteria were determined, on the basis of which the aim of forming provisions in international relations was sought and recorded in the programs of the Governments of the Republic of Lithuania. In the second part of the work, the program parts of the Governments operating during the period of the years 2004 – 2020, dealing with foreign policy goals were analyzed, and the normative content of Lithuanian foreign policy goals were selected according to the selection criteria. In the third part of the work, based on the activity reports of the Ministry of Foreign Affairs, it was analyzed how the Ministry of Foreign Affairs carried out the tasks set for the implementation of the established normative goals of foreign policy. After assessing the work done by the Ministry of Foreign Affairs in implementing the normative foreign policy goals, little evidence of successful activities was found. The criteria that have been established show that Lithuanian diplomacy was able to operate successfully in matters of the introduction of EU sanctions against Russia and Belarus. There is also concrete progress in the allocation of funding for development cooperation. However, the majority of MFA reports are more a discussion of the actions taken, but not a presentation of the results in the implementation of the set goals. The analysis of annual activity reports of the Ministry of Foreign Affairs reveals a general trend that the Ministry of Foreign Affairs does not have an optimal way of evaluating its activities. After evaluating what has been stated, until a unified and permanent system for evaluating the tasks accomplished by the Ministry of Foreign Affairs is created, it is difficult to talk about any kind of assessment of the implementation of the normative foreign policy of Lithuania through the activities carried out by the Ministry of Foreign Affairs. |
