Final Master’s Degree Work analyses administration of social services on theoretical level by applying it to the survey on the level of self-governance. Scientific publications of Lithuanian and foreign authors were applied in order to attain the aims. Comparison, systematisation and analysis of laws and legal acts of the Republic of Lithuania as well as strategic plans, internet sources. Partially structured interview of experts and the structured interview of receivers of social services were selected for empiric analysis and evaluation of administration of social services in Šiauliai District and Radviliškis District Municipalities, the comparative analysis was implemented. Aim of the survey was to analyse and compare the existing system of administration of social services in Šiauliai District and Radviliškis District Municipalities with an aim to define possibilities for the further development. The survey helped to reveal that in both municipalities the effective administration of services is restricted by limited financial possibilities as well as limited human resources. Upon comparison of municipalities it appeared that similar social problems are relevant in regions: alcohol consumption, unemployment, insufficient income, families are attributed to the social risk, care of the disabled, lonely senile people, integration, unsatisfactory life conditions. However the network of social services in Radviliškis district is wider if compared to Šiauliai district and covers various groups of clients. |
