Abstract [eng] This Master's thesis analyses the Siauliai city and region's sustainable development in strategic management, based on scientific literature, legislation, strategic and influential documents, statistical data analysis and interviews. The study consists of two parts. In the first part is revealed the theoretical development of sustainable municipal strategic management covering sustainable development which features: self-government (in the concept of sustainable development systematic analysis of the importance of the support of the other challenges of municipal development, the process of examining the methodological aspects); strategic management in public sector organizations (by setting the strategic management theoretical assumptions and methodological importance of choice, revealing the sustainable development of the strategic aspects of management); and the development of the city and its district municipalities for sustainable development under the strategic management theoretical direction for 2014-2020. In the second part, the Siauliai's city and district strategic development plans match the principles of sustainable development, this section presents additional arguments and avoids similar errors in the preparation of other strategic documents. Attention is also made to the integrated sustainable development index and its component indices - economic and social development, environmental degradation - and their calculation and comparison not only between Siauliai's city and municipal districts, but the average Lithuanian municipalities in the context of sustainable development which will help downstream the strategic management of the municipality. Expert interviews were conducted which received numerous and quite detailed information which can effectively be juxtaposed to the previously described methods allowing municipalities to assess the overall sustainable development, highlighting the essential focus of a single, coherent strategy and to practically develop Siauliai city and its district municipalities for sustainable development under the strategic directions for 2014-2020.
