Abstract [eng] The Master's thesis analyses the leadership of Siauliai district elders in the context of change management on the grounds of the methods of content analysis of scientific literature, laws and other strategic documents and expert interviews. The research consists of three parts. The first part represents a theoretical discourse of the role of leadership, when governing changes in the changing environment of the public sector. Upon the analysis of globalization challenges of public administration, features of the leadership of managers involving the concept of leadership, its development, difference between the concepts of a leader and a manager, importance of emotional intelligence, and management of changes in a changing environment, including the concept of changes, its importance in organizations, a phenomenon of transformational leadership, management of changes, and regulation of the eldership activities, we aim for definition of the meaning and importance of the leadership and the change management, determination of the legal regulation of elderships and preparation of the interview protocols intended for the district elders and sub-elders. In the second part, we present the methodology of research and briefly introduce the general characteristics of Siauliai district elderships. For the purpose of the research, the author has presented an original questionnaire made by her, which includes the general characteristics of elders, the peculiarities of change management and the determination of a leader's features. In the third part, we have formed the research results upon the interview of experts (elders of the elderships of Siauliai District Municipality). The data of the interview have been grouped as follows: goals of the elderships and their activity regulation, models of the change management process, peculiarities of a team work, importance of collaboration in the elderships, changes and problems pointed out by the elders, possibilities of the eldership activity improvement, and determination and assessment of the features of an elder leader. The research aims for: deepening of the concepts of leadership and change management in the context of elderships; generalisation of the eldership activity regulation; preparation of the questionnaire enabling to examine the aspects of elder leadership in the context of change management; defining of a guideline for improvement of the topic under research. The recommendations regarding the aspect of elder leadership in the context of change management prepared for Siauliai District Municipality, elders and academic institutions may be the subject of further social science research. The results of the accomplished research are represented in the subsection 2.3 and the defensive propositions are more widely discussed in the subsection 2.4.
