Abstract [eng] In the master’s paper I did analysis of public and strategic management theoretical concepts, examined legislation and other normative documents regulating the procurement organization and execution in Lithuania and the European Union, assessed public procurement procedures’ change perspectives, goals and priorities. Master's thesis was sought to investigate the procurement procedure and its development trends in the state enterprise “Šiaulių regiono keliai”. The aim was achieved through expert study which included the organization staff and outside experts working in the field of public procurement. Basing upon analysis of public procurement practices in the target organization and identification of the key problems in the system of public procurement, on the basis of theoretical sources, documents, expert advices, tailored procurement improvement system for VĮ “Šiaulių regiono keliai” was offered which consists of analysis of the existing procurement procedures determination of its shortcomings and procurement procedures development model. The model defines the main procurement planning, low-value procurement organization, exemption application, procurement accounting and control, centralized, social and green procurement performance improvement areas, tools and results to be expected after completion of the procedural changes. The key defensive statements were confirmed, expressing substantial procurement change tendencies in VĮ „Šiaulių regiono keliai“ regarding formation of the need in procurement of company’s divisions and departments in the procurement planning process, creation of the overall procurement execution and control systems, information dissemination, and raising employees’ qualification on low-value procurement organization, application of statutory exceptions provided for municipal sector procurers and execution of centralized social and green procurement. The recommendations given to target organization regarding improvement of public procurement procedures will help preventing potential violations of law, and allow the smooth execution and control of procurement processes as well to rationally use the company’s funds.
