In this Master's thesis the reform of pensions implementation and perspective during the 2008-2012 years period was analyzed. In the first part of thesis an analysis of Lithuanian and foreign countries' authors insights about the Social Security reform is made. The Public Management reform was analyzed and other doctrines of Public Management, such as Traditional Administration, New Public Management (NPM), Good Governance concept are described. Country’s demographic situation and the system, based on principles of current payment increases the pressure, that’s why the Pension reform assumptions are revealed in this thesis. The Social Security System evolution and The Lithuanian Pension system are analyzed. The situation is compared with Baltic countries and their Pension systems. And the Republic of Lithuania laws that affect the reform of Pension system from 2008-2012 period are analyzed. The statistical analysis of the data (2008-2012) is presented in the empirical part with analysis of literature, documents and legislations. The reform of pensions implementation and perspectives during the 2008-2012 period in Šiauliai region are analyzed in this work, emphasizing the problems and advising how to improve the reform. |
