Abstract [eng] Masterʼs thesis deals with the implementation of e-government and the development of local government based on the Radviliškis district and Kelmė districts. Graduate work theory and implementation of e-government development in local governance discourse analysis revealed a holistic concept of e-government model, which emerged in the context of e-government. In this paper, we discuss conceptual models of e-government and examine the theoretical structure helped to clarify the practice of e-government can improve the installation process and steps to improve the public sector, updating the other side – the people and their needs monitoring. National and European Union documents, applications, analysis showed that the conception of an unnamed e-government to public e-services to improve the quality and transparency of public administration to increase the visibility and the lack of local self-government activities. Analysis of empirical research has revealed weaknesses of e-government development and implementation of Lithuania sides: transparency and the lack of transparency and a low level of computer literacy. It was found that the countryʼs public sector financing for development at the local level limitations and inefficiencies are significantly constrained and not as quick as it could be. Clarified that all the responsibility for the level of e-government development in Radviliškis district municipality and Kelmė district municipality have a person holding managerial positions, such as municipal workers often exhibit negative attitudes on e-government implementation and development, as expressed in their opposition to the new ICT deployment and use of municipal activities. The empirical study established communication problem between the government and citizens support side – a passive use of e-services and e-services partial reception without leaving home. Relationship between the government and businesses, it became clear that they are only partially supported properly, it can be assumed that the business services offered by public entities is not user friendly and reliable, so they use them very limited. They found that the communication between the government and the authorities based on the financial basis. It was found that institutional performance improvement to successful and effective e-government development, mostly related to e-service development spectrum – providing users as much as possible of e-services and allowing them to be adequately met. Based on the empirical data analysis of e-government development of prospective opportunities must be linked to the transition to a public e-services, ICT development and a unified centralized system of public services. The study confirmed a protective basic contention that Radviliškis district municipality and Kelmė district municipality planned implementation of e-government, but the use of passive citizens provided public e-services shows that there is a lack of interaction between government and citizens.
