The final work of MBA* studies consists of 81 pages, 3 figures, 16 tables, 48 reference sources, 1 appendix. It is written in Lithuanian language. Key words: municipality administration, public administration, performance planning, strategic planning, improvement. Research object: strategic planning of Kaunas city municipality. Research aim: to identify the improvement possibilities of strategic planning in Kaunas city municipality. Objectives: 1) To analyze theoretical bases of strategic planning; 2) To discuss the peculiarities of the strategic planning of public administration institution and to compare it with the performance planning of business organizations; 3) To analyze the conditions of Kaunas city municipality strategic planning; 4) To propose trends and means of improvement of strategic planning of Kaunas city municipality. Period analyzed: 2005 – 2015 m. The work theme is quite actual, because strategic planning of municipal institutions performance was started only in 2002. Often permanent plans of municipal institutions are only, documents prepared by hired experts and do not reflect the real situation of institutional performance. The analyses of Kaunas city municipality’s strategic planning helps evaluate the benefit of performance plans in Kaunas city municipality and interest of city development. Research methods: scientific literature analysis and syntheses, document analysis, comparative analysis and graphical presentation. Research ranges: • To analyze Vilnius and Kaunas, as separate cities, strategic mission, vision and main goals which are raised to the cities; • The main trends of research are the trends excluded in Vilnius and Kaunas dipolis strategic plan, they are communication, business and tourism; • No other specific, with separate spheres associated plans, such as 2006-2015 m. e. Kaunas city strategic plan, are accented; • The implementation of Kaunas city strategic plan is discussed only in such spheres which are included in strategic planning trends analyzed; • The study of improvement of Kaunas city strategic planning is pointed to Kaunas city’s, as potential derivation of investment, study and culture, development. |
