The environment of public sector purchasing has become more complex then ever before. Without all changes is necessarily to remember the purcahsing power government, which direct impacts private business aria. So the main issue is – if the public procurement transformation goes the right way and how to secure effetive function of public procurement. So this graduation paper researches the practice of public procurement in Lithuania. The aim of this paper is to analyse and evaluate the impact of government to private business through public purchasing. This identification of the aim of the paper has led to the following objectives of the study:  to review the theoretical economical ideologies, which had influence public procurement and present underlying set of process and elements in nowadays public procurement in Lithuania;  to analyse e-procurement possibilities incorporating with the international aspect;  to reveal the society opinion about legality and transparency issues in public procurement;  to identify the innovation progress in public procurement discussing sustainable public procurement.  invoking the research to compare the theoretical model and real practice in Lithuania of public procurement and to estimate how public procurement gaps impact private business. Major findings and conclusions of the MBA paper can be summarised in the following statements: 1. using the power of public purchasing state government can make direct influence to private business income, also to form company’s social responsibility, environmental and work quality view by using some criteria. Implementing transparency public procurement increases competition in market, which regulates price. 2. the made research revealed that public procurement market got very attractive to private business in period of finance crises, because public purchasing could not stop contracting. The main gaps in public procurement are the preparation of conditions, the lowest price criteria in winning the contract, the crippling complaint practice, the lack or tranperancy prevention 3. the most important changes in public procurement are e-procurement and their adaptity possibilities, with purpose to open procurement to international market, sustainable procurement emerging with it’s environmental and social aspects. |
