Abstract [eng] The beginning of this paper discusses the concepts of corruption and bribery, as well as, the problems involved with the way they were constructed. The aim is to find similarities and differences between these two concepts. Also, to find a correlation connecting the affects of corruption and bribery and how the two are related. This is done through legal law scholar’s work, Lithuanian’s law and international law analysis. The second part analyzes the impacts of political and social factors on corruption, such as, bribery. This thesis emerged by researching the context of Soviet culture and its impact on the current level of corruption, along with transitional, political and social factors. Another factor involved in creating this thesis was looking at modern trends in bribery and noting how they influenced political and social factors. This part focuses on the "Soviet legacy" analysis of civil society and on public procurement and transparency in party-funding assessment. This is done through legal scholars work, law analysis and empirical studies. The last section focuses on the analysis of economic factors. Which is an extremely wide analysis of privatization, (as one of the largest, most important and probably most corrupted process in economic transition processes). This section also assesses the health care system and how it is corrupted, in the case of privatization. Much attention is paid to the construction industry analysis – notably that the construction sector during the economic boom has increased significantly and according to research, was seen as one the most corrupted. The final section focuses on the new National Anti-Prevention Program for the years 2011–2014. Analysis show the program’s priorities and objectives, tasks and means for its implementation. Moreover, the new program is comparing it with the corrupted sectors which were analyzed throughout this paper.
