The impementation of e-Government services system for citizens in Lithuania during past years has achieved solid positive changes, although they are not sufficient for a competitive, knowledge and information based society oriented modern state. Today e-Government implementation processes may proceed more effectively, therefore it is necessary to search for methods to increase the development of e-Government services. This final work is a research study based on the Theory of Constraints, and it analyses the increase of development in Lithuania of e-Government services for citizens. During the proceeding of analysis there were determined the following features: the purpose of the system of e-Government services, its achievement measurement indicators, as well as main problems of system’s throughput constraints, cause and result relationships. The Current Reality Problem Tree of e-Government services development was formed. With its help these core problems were identified: insufficient modernization of public segment and unexploited possibilities of social marketing. Referring to the Theory of Constraints, in order to increase the system throughput of e-Government services we need to focus all efforts on solving the core problems stated in the problem tree of e-Government services’ system. |
