Translation of Title Social housing policy in lithuania: evaluation of alternatives to the implementation measures.

Abstract [eng] This paper aims to assay Lithuania’s social housing policy measures of implementation in the respect of theirs appropriateness in declining the great demand for social dwelling. Statistical data show, that in 2006 in Lithuania about 16 000 families were in the waiting list of applicants for renting the municipal social dwelling. In this paper two hypotheses are raised. First, that the implementation of social housing policy in Lithuania is unsuccessful due to the opted measures, which are inappropriate for declining the demand for social dwelling. Second, it is hypothesized that the implementation of social housing policy in Lithuania could be successful and the decline of the demand for social dwelling could be achieved if the alternative measures were selected. In order to prove the mentioned hypotheses the main tasks of this study are: • To determine the social housing policy key measures, which are implemented at the moment in Lithuania; • To evaluate these measures according to the theoretical model, which was composed for this case of evaluation; • To propose the alternative measures; • To analyze the alternatives under the cost and efficiency method; • To suggest the recomendations for future implementation of social housing policy in Lithuania. In 2004 The Government of Lithuania approved The Housing Strategy which involved the definition of measures that would be implemented to meet the objectives of the social housing policy. According to this Strategy and in order to satisfy the low-income families need for housing, the municipal social dwelling development and the house credit relief system were introduced. This could be considered as Lithuanian’s opted implementation measures for social housing policy, which applying results for short-term are estimated. Therefore with reference to close evaluation analysis of the achieved results the main conclusion could be drawn that the implementation of social housing policy in Lithuania is unsuccessful due to the inefficiency of selected measures. In order to improve the situation it would be suggested to implement the alternative measures: nonprofit rent housing programme or housing allowances system.
