In 2004 Lithuania joined the European Union. The membership in this organization inter allia determines the implementation of supranational EU policies on the national level. One of such policies is EU regional policy, influencing the development of various economical sectors including agricultural sector. The development of this sector is co-financed by The European Agricultural Guidance and Guarantee Fund. The main goal of this research was to find out how effectively Lithuania implements the EU regional policy means in the agricultural sector. It is important to point out, that the term “means implementation” in this particular case involves the selection, the administrative procedures and the institutional implementation of the measures. First of all, it is necessary to define the appropriate evaluation methodology. In the first section of this paper the client-oriented and the economic effectiveness models are chosen as appropriate theoretical models for evaluation. The use of these two different models increases amplitude and impartiality of analysis. In the second section of this paper is given main empirical data about the implementation of EU regional policy means in agricultural sector. This analysis includes respondents’ estimation of means objectives, task, goals, administrative system and main financial indicators. Defined theoretical methodology and given empirical data are used to evaluate effectiveness of EU regional policy means implementation in the agricultural sector. The main conclusion is, that, despite right choice of means and the relative effective institutional implementation of administrative procedures, the relative ineffective implementation of EU regional policy means in the Lithuania’s agricultural sector is determined by ineffective administrative procedures. The main recommendations to improve the implementation of EU regional policy means in the Lithuania’s agricultural sector are to expand and coordinate more effectively the network of consulting institutions, to increase the project administrational capability of means clients and to simplify the administrational procedures of whole implementation process. |
