Abstract [eng] State social insurance constitutes a major and most important part of social security system in Lithuania. It caters for almost all citizens of the country: employees and self-employed persons pay state social insurance contributions and, in case of insurance event, they get social insurance benefits (pensions, allowances, benefits). The main objective of state social insurance system is to guarantee income to the insured persons in case of incapacity for work, unemployment, sickness and maternity, occupational accidents and occupational diseases, old-age pensioners, the death of an insured. The major source of income of the state social insurance fund budget is state social insurance contributions paid by the insurers and the insured. The employer’s and employee's contributions are calculated as a percentage of the salary paid to the employee. In this way the principles of social insurance are related to fair financial support and personal liability principles applicable in market economy. The social insurance principles are put into effect when the insured persons pay a certain part of their wages, as a social insurance contribution to the state social insurance fund given the maximum and minimum limits so that the system would be suitable for the majority of people. The insured are individuals who pay social insurance contributions according to the provisions of the law on their own or are paid for by their insurers. The insured are also persons whose social insurance contributions are paid by the state from the state budget as well as those who pay social insurance contributions according to the state social insurance volunteer agreements.
