Lithuanian general education schools in the context of usage the EU funds for human resources development cause a lot of debate in the public space. It is recognized that the EU support to the Lithuanian general education schools has a number of advantages. However, it is also discussed weather the EU support for human resource development in Lithuanian general education schools is always used in an effective way. The research problem of this master‘s thesis may be expressed in the following problem areas: 1. How are the concepts public sector effectiveness, public sector efficiency, public sector organization's effectiveness and efficiency related? 2. How to measure public sector organizations‘effectiveness? 3. How continuous improvement of human resources contributes to the general education school's effectiveness? 4. How periodic EU support for human resource development contributes to the school's effectiveness? The subject of the research - the effectiveness of human resources development in general education schools. The aim of the research is to explore the usage of EU support in two Panevėžys general education schools and to make some improvements in the context of the EU funding for human resources utilization effectiveness. Master's thesis was intended to research the theoretical aspects of public sector organization's effectiveness and efficiency in order to reveal their duality and complexity in the context of public administration. Theoretical Master's study analyzed project success rates with a special emphasis on the human factor and its qualitative characteristics. This master‘s thesis was in detail study on the importance of human resource management and development for project success and organization's competitiveness. Master‘s thesis carried out a quantitative and a qualitative research that has shown a great value of the EU support for human resources development and revealed a number of important factors that could contribute to the improvement of human resources development process in general education schools using the EU funding in the Republic of Lithuania. Teachers' questionnaire survey allowed to identify target groups of teachers according to their teaching experience and the qualification category, sympathetically and critically assessing the EU training activities. Basically, a majority of teachers emphisized the following advantages of the EU training activities such as full self-improvement, spread of ideas in the organization, promotion of employees‘ motivation, financial support and opportunities for students. However, some disadvantages of the EU‘s training activities were also observed. For instance, the lack of lecturers‘ competencies and practical methods in the teaching process, the shortage of diversity in terms of EU training events, too long duration of some EU‘s events, employers‘ resistance and inappropriate use of the EU‘s funds. The questionnaire survey analysis in terms of teachers‘ opinion has revealed that a minimum positive impact of human resources development in the individual and organizational level, including EU training activities, quality assessment, compliance with professional development and job performance, experience the youngest teachers, who have teacher‘s qualification category and up to 10 years job practice. Meanwhile, it was observed, that teachers having over 10 years of working experience and higher than a teacher‘s qualification category have more positive attitude towards the EU training activities. Expert opinion analysis allowed not only to identify the improvable aspects in human resource development system of Panevezys general education schools but also to provide solutions improving Panevezys Teachers' Training Centre activities in term of organizing and evaluating the EU training events. |
