Abstract [eng] Problems of unemployment are a relevant global issue. It is necessary to analyze the causes of these problems and create favorable economic, legal and political environment to improve the opportunities for increasing employment of different age groups of people in Lithuania. Therefore, the master's thesis topic on legal regulation of active measures of labor market policy and employment support programs in Lithuania has unquestionable relevance. The study combines and makes complex use of theoretical and empirical research methods. The object of the study is revealed in economic, sociological and legal aspects. Study is based on theoretical material of Lithuania and foreign countries; the analysis of experience of legal regulation on active labor market policy measures is done. The problem of legal regulation of active measures of labor market policy is illustrated by samples of quantitative and qualitative analysis provided by various institutions. To sum up the research, the following findings are formulated: State employment policy is oriented to the aggregate of actions which form prerequisites for achieving a higher level of employment and minimum unemployment rate. To achieve this goal the actions should be focused on three main directions. First, economic development and job creation; second, human resource development; and third, ensuring equal opportunities for individual social demographic groups to engage in economic activities. It is noted that in contemporary society, regulation is necessary to the functioning of the economy and society, but too much of regulation can have negative consequences - stopping innovation, reducing competitiveness, productivity, and creating unnecessary obstacles to employment. Very complex regulation increases the administrative burden. Experience shows that it is not strict employment protection legislation but effective active labor market policy and dynamic labor markets that give people a greater sense of security. It is argued that there is no other way than the continued liberalization of the labor market: reduction of bureaucratic red tape would encourage business to create new jobs more effectively.
