Abstract [eng] In the final master's thesis a comparative analysis of the public agency employee motivation in the football club \"Siauliai\" and the budgetary institution \"Siauliai Football Academy\" is done. The investigation selected to target non-probability, purposive respondent staff of the public institution \"Siauliai\" and budgetary institution \"Siauliai Football Academy\" .The investigation of employee work motivation is based on voluntary basis of respondents and the objective conditions of the transmitted information. During the interview efforts were made to get the answers to these problematic issues: is employee motivatiot of the public institution \"Siauliai\" and budgetary institution \"Siauliai Football Academy\" mainly influenced by the same or different factors? What is typical for the staff motivation in the public institution \"Siauliai\"and budgetary institution \"Siauliai Football Academy\"? Does the particularity of the organisation influence staff's motivation? How can you enhance employee motivation in public institution football club \"Siauliai\" and budgetary institution Siauliai Football Academy? The study found that the public institution football club \"Siauliai\" and budgetary institution \" Siauliai Football Academy\" staff training objectives are essentially the same. Employee motivation differences between public institution football club\" Siauliai\" and budgetary institution\" Siauliai Football Academy\" revealed the main targets when it comes to the organization for which they work. The results suggest that, regardless of the public or the private sector in raising athletes professionals work, the main motivating factors for them are: job content, importance of the liability, the work satisfaction and so on. Especially budgetary institution \" Siauliai Football Academy\" staff emphasized the strengthening of these intangible factors of motivation, emphasized their importance. To enhance the motivation of employee activities the public institution football club \" Siauliai\" and budgetary institution \" Siauliai Football Academy\" managers are recommended to pay more attention to its employees - to promote their initiative, to appreciate workers' efforts, and praise them for the results they reach and so on. Also athletes raising professionals' motivation has to be encouraged by financial instruments - higher pay, better working conditions and so on. However, it should be emphasized that the improvement of the current situation requires not only material employee motivation-building measures. For the public institution football club \"Siauliai\" and budgetary institutuion \"Siauliai Football Academy's senior management is recommended to pay attention to wishes of employees, encourage employee initiative and try to shape more friendly group's climate.
